Trump gets a modestly-restored "Monroe Doctrine": Argentina nominally, mostly "American", and Trump retains authority to squeeze narco states (Venezuela and Colombia), within pre-decided guidelines that do not violate Chinese investment or assets in both states.

Thus, Trump can pressure a new regime in Venezuela or outright interfere in Colombia, but the resulting liberalized investment regime must allow Chinese participation in any large-scale resource development.

The US, having lost so much real power, can not unilaterally dictate the investment climate in the new Colombia or Venezuela: China does not tolerate exclusion from Latin America narco investments, but China will accept pro-American conduits for investment - effectively, China agrees to pay the "American tax" for investment in the new Colombia/Venezuela.

Rather than outright colonizing these countries, America, today, lacks the strength and vitality to colonize and instead can merely act as the syndicating agent/lead "broker" for the region: profitable, promising, but a far, far cry of the grand old days of the Monroe Doctrine.

Despite this incremental and limited detente with China, Trump has only regressed in diplomacy with Russia regarding a decision on Cuba - should Trump go "nuclear" on Venezuela, Cuba collapses, formally, and Russia and China certainly intervene.

Yes, another "Cuban Crisis", all because Xi and Putin remain allied and have not been diplomatically divided.

Strikes on Maduro Mean Cuban Crisis

Trump's failure to negotiate with Putin means risking war with Maduro, and consequently, a possible naval engagement off the Cuban shores. Indeed, we may see actual "great power" conflict not in Eastern Europe but, of all places, the Caribbean. While Trump pretends this wouldn't phase him, indeed, the US establishment would not want to own a war in the Caribbean, especially given the budget crisis and upcoming midterm elections.

The best way to pressure Maduro is through Cuba, and that means hitting the foreign companies working with the Cuban regime. Should the Venezuelan transition prove unduly messy, the Trump administration prepares the legal mechanism necessary to apply direct pressure to close friends of the Cuban regime - further squeezing Cuba from oil investment (Cuba produces almost half of her own oil and imports the rest from Venezuela and Mexico) and costing the regime's friends in the oil industry dearly for their loyalty.

Since the Supreme Court took this hearing early in October, and with all the negative headlines about escalation in Ukraine and Russia, the campaign to wrest Venezuela from Soviet control only escalates, both with military demonstrations at sea and legal action against foreign international companies doing business in Cuba.
